Mix the Soy Sauce, Fish Sauce, Chili Sauce, Sugar, and Chicken Broth together. Set aside.
You can substitute Oyster Sauce for the Fish Sauce, or combine the two.
In a large frying pan or wok, fry the beef with two of the garlic cloves and the Vegetable Oil until browned. Remove the meat from the pan and set aside.
In the same oil, fry the Garlic, Onions, Carrots, and Sweet Peppers. When they are starting to cook, add the Mushrooms, Black Pepper, and Jalapeno Peppers. Add any Zucchini a little bit later. Continue to stir frequently as dish cooks.
When the vegetables are nearly cooked, add the previously combined sauces to the pan. Continue cooking until sauce begins to reduce. Add the cooked beef and the fresh Basil leaves and cook until the leaves are wilted..
Serve along-side plain white rice.
